For natural gas clients
ADVANTAGES OF COOPERATION:

Rights and obligations of the Consumer and the Supplier
- possibility of prompt adjustment of natural gas during the month of consumption;
- possibility of establishing flexible terms of payment for the supplied gas.
The consumer has the right, in particular, to:
1) free choice of supplier;
2) simultaneous conclusion of several natural gas supply contracts, if its annual volume of natural gas consumption exceeds 30 million cubic meters. meters;
3) obtaining natural gas in the volumes determined by the natural gas supply contract, subject to compliance with its conditions;
4) obtaining natural gas of appropriate quality, the physical and chemical parameters of which correspond to established norms, in accordance with the terms of concluded contracts, except in cases of termination (restriction) of natural gas supply in accordance with the requirements of legislation and the terms of contracts;
5) obtaining information about the general conditions of supply (including prices and payment procedures), the rights and obligations of the supplier and the consumer, specifying the legal acts that regulate relations between the supplier and the consumer, available methods of pre-trial settlement of disputes with the supplier;
6) free receipt of information on volumes and other indicators of own consumption of natural gas;
7) early termination of the supply contract, if the supplier notified the consumer of the intention to make changes to the supply contract in terms of supply conditions and the new supply conditions turned out to be unacceptable to him.
8) Change of supplier free of charge, except for the cases provided for by the second paragraph of the first part of Article 14 of the Law “On the natural gas market”;
9) independent termination (restriction) of the selection of natural gas for own needs in compliance with the requirements of current legislation, which must be notified in writing to all subjects of the natural gas market with whom relevant contracts have been concluded;
10) demand the renewal of natural gas supply in the prescribed manner after the elimination of violations and compensation for the payment of services for disconnection and connection, if the termination of gas supply occurred without termination of the natural gas supply contract;
11) other rights provided for by the current legislation.
The consumer is obliged, in particular:
1) conclude a contract on the supply of natural gas;
2) ensure compliance with the discipline of selection (consumption) of natural gas in the volumes and under the conditions specified by the contracts;
3) ensure timely and full payment of the cost of natural gas in accordance with the terms of the contracts;
4) implement a set of measures aimed at preventing the occurrence of threats to life or injuries, damage to equipment and products, negative environmental consequences, etc. in the event of receiving a notice of termination (restriction) of natural gas supply (distribution/transportation);
5) prevent unauthorized extraction of natural gas;
6) ensure the admission of the supplier’s representatives upon presentation of a service card to the territory of their own facilities for the reconciliation of data on the actual consumption of natural gas;
7) ensure unimpeded access of authorized representatives of the gas transmission system operator, gas distribution system operator to natural gas metering nodes and for the purpose of establishing gas metering nodes;
8) timely sign acts of acceptance and transfer of gas and other documents necessary for the execution of the Natural Gas Supply Agreement;
9) ensure the compliance of the commercial gas metering unit/s with the requirements of the Law of Ukraine “On Metrology and Metrological Activity”, state building regulations DBN V.2.5-20-2001 “Gas supply”, Rules for accounting for natural gas during its transportation through gas distribution networks, supply and consumption , approved by the Order of the Ministry of Fuel and Energy of Ukraine dated December 27, 2005 No. 618, etc. Immediately notify the Supplier and the transport organization about malfunctions of gas metering devices, measuring gas temperature and pressure.
10) independently limit (stop) the consumption of natural gas in the following cases:
- violation of payment terms under the natural gas supply contract;
- absence or insufficiency of the confirmed amount of natural gas allocated to the consumer;
- exceeding the daily norm and/or monthly confirmed volume of natural gas without agreement with the supplier;
- absence of a signed natural gas supply contract;
- in other cases provided for by current legislation.
11) comply with the requirements of the current legislation.
The supplier has the right, in particular, to:
1) conclusion of a natural gas supply contract with any consumer and in the absence of overdue debt owed by the consumer for natural gas to the current supplier, supply of natural gas to the consumer in the period following the period of natural gas supply by the current supplier;
2) receiving timely payment for natural gas from the consumer in accordance with the terms of the contract;
3) unhindered access (upon presentation of an official ID card) to commercial natural gas metering units installed at the consumer’s gas consumption facilities, for reconciliation of actual natural gas consumption data;
4) complete and reliable information from the consumer with whom the contract has been concluded regarding natural gas consumption regimes;
5) initiation of the procedure for termination (restriction) of the supply of natural gas to the consumer in accordance with the terms of the contract for the supply of natural gas and in accordance with the requirements of the Rules for the supply of natural gas;
6) other rights provided by the current legislation.
The supplier is obliged, in particular:
1) comply with the terms of the Natural Gas Supply Agreement and the Natural Gas Supply Rules.
2) to ensure the supply of natural gas under the conditions and in the volumes determined by the contract for the supply of natural gas, provided that the consumer observes the discipline of natural gas selection and calculations for it;
3) ensure the submission of all necessary documents for confirmation by the GTS Operator of the amount of natural gas required by the consumer, provided that the consumer has fulfilled his own obligations to the supplier, for ordering the amount of natural gas required by the consumer;
4) in accordance with the established procedure, consider consumer requests regarding activities related to the supply of natural gas;
5) provide the consumer with reliable information in a timely manner, including that provided for by the Law of Ukraine “On Peculiarities of Access to Information in the Fields of Electricity Supply, Natural Gas, Heat Supply, Centralized Hot Water Supply, Centralized Drinking Water Supply and Sewerage”, as well as data on actual charges ( volume and cost) for gas supply services to enable the consumer to regulate his own consumption of natural gas;
6) provide the Consumer with all the necessary information about the general conditions of supply (including prices), the rights and obligations of the supplier and the consumer, the volumes and other indicators of gas consumption, the indication of legislative acts that regulate relations between the supplier and the consumer, available methods of pre-trial resolution disputes, by placing it on the official website of the Supplier.
7) notify the Consumer in a timely manner if the Supplier is in the process of liquidation, or declared bankrupt, or the Supplier is undergoing the procedure of suspension/cancellation of the natural gas supply license, or its natural gas supply license has been canceled, or its operation has been suspended, and about the absence natural gas resource.
8) draw up and approve the act of acceptance and transfer of natural gas in the manner specified by the Agreement.
9) to comply with the minimum standards and requirements for the quality of service to natural gas consumers;
10) create contact points for providing information to consumers;
11) provide the consumer with a final bill (invoice) after changing the supplier or terminating the natural gas supply contract no later than six weeks after such change or terminating the contract;
12) perform other duties stipulated by current legislation.
